The task is to get conscious of how South African products invade the markets of neighbouring countries, and to take a stand on the consequences of this for the development of these countries.
Time:
hours
Introduction:
When speaking of the influence that South Africa has on its neighbouring countries,
we must first speak of the SADC. SADC stands for Southern African Development
Community. The SADC consists of South Africa plus the other countries of
Southern Africa, totaling 15 countries as members.

The SADC has the aim that it is going to develop into an economic union with a
common currency. The year 2016 is mentioned as the year in which this is going to
happen. But because of its economic power South Africa can say whether a country
can enter or not. For example it demands that a country has to have inflation at less
than 5%, and that the deficit in the state budget is less than 3% of the GDP. With
these demands the formation of the union could be delayed.

For each country in the SADC other than South Africa it is like that, that importation
from South Africa is many times greater than exportation to South Africa. There is
nothing that indicates that this is going to change in the future. This is related to the
fact that the ANC (the party that is in power since the abolition of apartheid) chose
the capitalist route in the neoliberal sense. It means “business as usual” including
privatizations and the conquest of new markets.

In Maputo we can observe a strong presence of South African products on the
market. We all know of examples. For example, after Maputo and Matola a third
Shoprite arrived in Maputo Province, namely in the Costa do Sol. One has to realize
that not only do the majority of products come from South Africa, but also many of
the owners of the companies are from South Africa. Other examples besides
Shoprite are Steers, Motraco and Game.

Commercial agriculture in South Africa is centering itself more and more on
exportation at the expense of food securities. They use genetically modified
organisms and prefer to cultivate paprika, pepper, flowers and cotton with this
technology. This way they profit faster. The products are not labelled “genetically
modified”, and can easily contaminate agricultural products. This could give
problems to Zimbabwe and Zambia that are still trying to avoid letting genetically
modified products enter their countries.

You are going to discuss with others how this domination from South Africa can
make the development of neighbouring countries difficult and how they can act. You
also have to include the positive aspects in your discussions such as new jobs, access
to products that were difficult to find before, raise of tax payments, etc.
Directive:
1. Read the introduction and the files. Take notes to use in a presentation and
discussion on the economic domination of South Africa as well as economic
and political considerations and the role of SADC.

2. Prepare your presentation for another team or some neighbours and a
discussion. Send the presentation to your teacher before you present.

3. If suitable you can have a discussion in your group before having a
presentation and discussion for others.

4. Invite a another group or neighbors to your presentation and discuss
afterwards the advantages and disadvantages of the domination of South
Africa and what the other countries should do. Produce a summary of the
event and send it to your teacher.
