Introduction:
More than forty years ago, the nations of the world affirmed in the Universal<br /> Declaration of Human Rights that <em>“every person has the right to an education”.</em><br /> <br /> However, and despite the efforts of countries all over the world to assure this right of<br /> education for all, the following realities still exist:<br /> <div style="margin-left: 40px;"><em>More than 100 million children, of which at least 60 million are girls, do not have<br /> access to primary education.<br /> <br /> More than 100 million children and innumerable adults could not conclude basic<br /> education, and millions of others, despite concluding, could not acquire essential<br /> knowledge and skills.</em></div> <br /> At the same time, the world faces a grim set of problems, among which are: rising<br /> debts of many countries, the threat of economic stagnation and decline, rapid<br /> population growth, rising economic differences between nations and within nations,<br /> war, occupation, civil conflicts, violence, the avoidable death of millions of children<br /> and the general decline of the environment. These problems override the efforts made<br /> to meet basic educational needs, whilst a lack of education for significant portions of<br /> the world’s population hinders the society from facing these problems with strength<br /> and determination.<br /> <br /> This is why the Strategic Education Plan is fundamental, especially in developing<br /> countries. In the case of Mozambique, in order to achieve what the majority of nations<br /> want at this time, there are three priorities: (1) Increase access to primary education, (2)<br /> improve the quality of primary teaching, and (3) develop institutional structures. This<br /> is because the central objective, in the case of Mozambique and many other developing<br /> countries, is quick progression to universal primary education, putting a lot of effort<br /> into increasing the enrollment of girls.<br /> <br /> With this type of plan, Education Ministries worldwide, developing that which belongs<br /> to their respective country, intend to show society as a whole what goes on inside and<br /> outside of a school and carry a great deal of accountability for that. If initiatives do not<br /> get to the classrooms and benefit the children, you will not be able to reach the level of<br /> education quality that you want for your country. As such, the participation of all<br /> society in the process is very important.<br /> <br /> The Commitment ''<em>Education For All''</em> gave impetus to this broad social mobilization.<br /> In professional education, the central initiative of the Strategic Plan for Basic<br /> Education is the creation of professional education, science and technology institutes,<br /> intended to function as centers of excellence in professional training for many different<br /> areas of the economy and for state school teachers. The institutes are typically installed<br /> in cities of regional reference, so as to contribute to the development of nearby<br /> communities and to combat the shortage of teachers.<br /> <br /> For all these goals to be met, the participation of society is necessary. This means to<br /> say that in order to resolve many of the problems that some countries have with<br /> education, the Strategic Plan for Education cannot only be a government project; it has<br /> to be a project of everyone in the country.<br /> <br /> As such, we challenge you to investigate and research this subject, bearing in mind that<br /> you are an education professional and no self-respecting professional goes out into the<br /> “field” without getting to know their country’s Strategic Plan for Basic Education.<br /> <br /> '<em>'Education is the key to the new global economy, from primary school on up to life-<br /> long learning. Write a memorandum of whom are the partners in education<br /> at national level and at provincial level in your province,<br /> economical wise and otherwise.<br /> <br /> 4. Make a poster describing the Development Plan for Basic<br /> Education including goals, methods, economy and partners.<br /> <br /> 5. Get the poster approved by your teacher before you publish it<br /> on the school’s notice board.
