The task is to discuss how the relations between Europe, the EU, and the US will likely develop in a future where other parts of the world gain more global influence
Time:
hours
Introduction:
Europe, with the EU, is the world´s biggest economic centre and will still be in the near
future. The US is the biggest economy of a single country, followed by China. The
partnership Europe and the US is thus a very decisive constellation coming to global
influence. The EU and the US cover for half of the world production and their internal
trade is a third of the world trade. The EU is the biggest trading partner for China. These
are the world´s heavy weight´s in economy. Their character of their relationships will have
a big impact on the world as such.

China´s economy is growing fast, the US has a smaller growth and Europe in general has very little
growth. There are signs that the US show more and more interest in what happens in Asia
than what happens in Europe. East Asia and the emerging markets become ever more
interesting for the US. The question is if the bonds between Europe and the US will keep
the same strength?

Traditionally there has been a firm cooperation and “political friendship” between the US
and Europe. Many European countries have joined NATO and this is just one example of
mutual political and economic cooperation between the US and Europe. Of course most
Americans historically were immigrants from Europe, but WWII and the following
Marshal plan has cemented the good relationship. Due to this Europe became the most
important market for American businesses. It still is, but other parts of the world are
catching in. One example is how many African countries and china cooperate with no
western “middle men”.

Until the American Afghan and Iraq wars, the US and Europe had different globally
strategies, The US has followed an aggressive global strategy attempting to pursue and
enhance its widespread interests. Europe has been more reluctant in engaging in political
dominance in affairs outside Europe. Europe has supported the plicies of the UN, while the US almost
has neglected the UN. Not that the two parties disagreed in important matters. It has almost been a
general procedure that the US fought the wars, and Europe was nation building afterwards.
Several European countries, but not all, have participated in the American Middle East
wars in the beginning of this century. The subsequent “threats of terror” has bonded the
two parties even more. An example is Denmark who has based its foreign policy to
follow the US and has been a part of the wars mentioned above. Before this, Denmark´s
foreign policy was related to the UN – in broad sense a peacekeeping strategy. The US has
furthermore a general good reputation in Eastern Europe because they were quite active
against the former Soviet Union and promoted strongly the independency of the Eastern
European countries.

An example: The US and the EU has been discussing the terms of a free trade agreement. They did
this in almost secrecy apparently to avoid public discussions and protests. There was an
official general European support to the “political US” and an attitude to keep the alliance
alive for strategic reasons, and many Europeans look up to the deregulated, low-tax
business America, the land of “possibilities”. At the same time there was quite a substantial
criticism among many Europeans towards American warfare, surveillance, business
strategies, dominance and lack of regulations, the lack of social welfare, and the increasing
inequality among its citizens. The negotiations have stopped for the moment due to political
con cerns at both sides.
Directive:
Read the introduction and the questions and make sure you understand the overall aim of
the task.

Read ALL the files. They are many, but in general short.

How to solve this task:

Version 1.
You can solve the task individually by summing up your respons to the task in a 2-page text, including answering the questions written below.

Version 2.
You can solve the task commonly, where your teammates and you share different parts of
the topic among yourselves and present to each other in a form of a course. The whole
course with all the parts shouldn’t exceed 2 hours.
Each one of you will end up with a 1-page text about your part of the topic and the
conclusion from your part of the course. All the materials you used for your part of the
course should also be send to your teacher.

Use additional sources if you find it beneficial, especially if you have chosen the variant 2.
The origin of additional sources must be noted for control.

The issues to work with:
• Read the files F1: EU-US Fact and figures
a) Sum up the main characteristics of trade an economic relations: the
individual countries, the countries together and where the countries differ
the most?
b) Sum up the characteristics of how the two countries develop differently at
the moment. What are the main differences in the situation and in the
development?
c) Characterize the EU, the US and China towards the rest of the world
What to say about global dominance?

• Read the files F2: The EU and the US
a) Read the summary and point out the differences in dealing with economy
• Conclude shortly upon where the EU and the US will have to meet if they are to
make a strategic economic partnership
• Note the arguments from CIA why they chose the one scenario apart from the
others

• Read the files F3: The EU, independent of the US
• What are differences concerning combating climate changes? How come?
• What are the arguments for and implications and advantages of de-dollarization?
• Do you agree in the article of EU falling in an American trap concerning e.g.
Ukraine – or not. How will characterize the message of the article?

• Read the files F4: The EU-US trade negotiations
• What are the main arguments in promoting a trade agreement between the EU
and the US?
• Note what are the issues agreed upon and what are the issues remaining. Consider
what will happen to the remaining issues.
• The articles are somewhat alike, but short. Sum up what are the main critics
towards an agreement. What concerns the actual issues in an eventual agreement?
What concerns the broader political implications of an agreement between the EU
and the US?
• How can the political resistance towards an EU-US trade agreement have global
implications?

• Read the files F5: EU-US strategic policies including NATO
• What are the arguments against a closer relationship between EU, US and
NATO? Why would it lead to “world domination”?
What to do to prevent this eventual consequence?
• What are the arguments for having China in the “centre of the radar”?
• What does the EU tell about the cooperation with NATO/US?
• Discuss the validity of the arguments in the article about globalization of NATO.
