Time:

Introduction:
What ‘s wrong in Europe?
Especially what is wrong in Italy, Greece and Spain, while it is reasonably good in
Sweden, Germany and Switzerland?
We know what is wrong. There are too many jobless young people. We just seem to be
unable to do something about it.
Older people have jobs; young people are looking for jobs, often in vain. Why?
Many of the jobs are gone – in most cases gone to China.
Many industries in the big cities are dead, just dead. Production has moved.
Young people are unable to find work. There are no jobs. For many young people there is
no future.

A most extreme case of unemployment and misery is found in Detroit – the city of GM, the
city of Ford and the city of Chrysler.
What happened?
The big motor companies moved away or automated the production.
People lost their jobs, their livelihoods and their sense of belonging to a society.
With no jobs, no money. In the end the city went bankrupt.
The result can be seen now: abandoned factories, burnt houses and empty lots.
What about people? Many left but some stayed.
What do people do for a living when there are no jobs?
How do they survive?

In Detroit people have found many ways of coping with the city’s ordeal.
When you can buy a whole house for $1, it is not in very good shape. One man cannot
repair it. But a group of people can.

When there are many empty lots, garden farming is a natural option.
In Detroit, it has shown that people are very resilient. They don't accept the bad times.
They organize themselves and do something about it.
Europe has outsourced lots of its production.

Many, especially young people are without jobs, and without the means for getting a
livelihood.

There is nothing for them to do. No money for a decent living.
The situation is not good. Even if the crisis is over, at least the times are getting better;
there are still lots of unemployment among young people. Even with a university degree,
you might be unable to find a job.

We will have to change the society in such a way that young people can get an education
that will lead to meaningful work. Then many people can be able to afford a decent living
raising children under good circumstances.
In this task you will learn about outsourcing of jobs and you will learn about its negative
effects on organizations. You will also learn about unemployment among youths in
Southern Europe and what is being done to fix this unemployment. Still people are both
qualified and jobless. You will also learn about some measures the EU is taking to invest in
young people in order to reduce the joblessness prevalent in Southern Europe.

Why do big companies in Europe
outsource the work?
3. Read file 5 about highly educated young people and what obstacles they are able to
overcome in order to have a job and creating a livelihood. Write down some of the good
ideas for future work described in the article. Try to be inspired by the creativity if the
young people and come up with some further good ideas that might work.

7. Read excerpts of a memo from the European Commission to tackle youth
unemployment. Discuss to what degree the measures taken by the EU commission will
work. Are they sufficient? Why? Why not?

AGNE SIVICKYTE DNS2018 A vision and a plan for the youth in Europe So many times I’ve heard that the youth is our chance for the brighter future. Youngsters with their motivation, new ideas and initiative can open new doors and possibilities for the country's development. Youth! Youth! Youth! But what if our youth are not motivated? and what if they are scared to finish their studies to become jobless as many of their friends? Or is there a motivation to study if there will be no opportunities to practically implement all this knowledge collected thought so many years? Is there an open future? Youth unemployment is a huge problem in nowadays society, we can see many different examples from South of Europe, such as Spain, Greece, Portugal, Italy, or taking an example from across the Atlantic ocean - Detroit. Detroit is the biggest Michigan state city and it is considered as dying city. It started in 1950s when two of the biggest companies ( GM and Ford) that were leading the main city’s industrial part moved their factories to other countries. It outsourced their company to other countries in order to have cheaper labour and cheaper materials. From the other side, who were suffering the most were bunch of people who suddenly lost their jobs. And then it all started like chain reaction, people losing their jobs and not consuming that much anymore, that leads that other services are also affected. Through the years, Detroit from being a one of the biggest cities in USA and having more than 2 million population went into 600.00 thousand population. More than 1.4 million people migrated to other cities, due to lack of jobs and possibilities. The suicidal level in the city raised drastically, people were not feeling such a big motivation, purpose. Now when in google I write Detroit, I get description of a city with the huge poverty, criminality, shootings, drugs and urban blight. There is less and less young people, that want to stay and create future in Detroit. What can bring hope to the society? One of the points that I would see as a quite possible is to attract different investors into the city that could bring new job possibilities. Or another point could be initiate and support young people to create local businesses that could raise cities economy. Moving to another example, which is a bit closer to our reality is South of Europe. Spain, Greece, Portugal and Italy are the countries with the biggest youth unemployment rate. It was mainly influenced by the 2007-2008 economic crisis, when overall youth unemployment drastically raised from 15.3proc. to 23.5 proc. More precisely in Spain and Greece it was around 57 proc. of youth and in Portugal and Italy around 40 proc. The main reasons why these countries are facing the problem of unemployment is because countries are facing huge economic stagnation issues and can not sustain enough proper job positions to people. Because of the economic crisis many countries in Europe needed to take austerity measures, which were also contributing to shortening the job possibilities. According to the file nr.5 “Young, qualified and jobless” many youngsters feel that there is no bright side, they feel that there is no purpose in what they do. One of the options they find it relevant is migrating to other countries, which is also not an optimal one. So, how do we fight with massive youth unemployment? Some of the files in the study task were solutionary, which is great! At the same time, in the team we also had some discussions were we talked about different ideas that could help to reduce joblessness. For example in the article nr. 4 “Fixing Youth Employment” were given some concrete ideas which were already implemented in some of the countries. First suggestion was to give personal job search assistance, which could help to create proper CV, motivational letter also give direct contacts of the companies that could be potential employers. Sounds quite good, just in reality it demands a lot of human resources and investment. Therefore it is not available to everyone, according to the article people who get the help are the ones that have no education or less skills. Another suggestion would be to make some reforms in education, for example, sharing about most needed professions, learning how to write CV or resume. This can work as a very helpful tool to prepare students to become more independent and even take more ownership towards their decisions upon future. Third idea was to make some reforms in the labour market, for example having more opportunities for temporary jobs, that could give youngsters more opportunities to gain very needed experience which can later on help to find permanent job. It can also be a great tool for youngsters to realize their skills and qualities and decide what kind of future profession they would like to have. Another great idea was to encourage youngsters to join different kind of trainings and exchange programs ( such as EVS, Erasmus+ and many more). That could give youngsters a possibility to gain knowledge and experience that they could use looking for a future job. Also broadening their network of people, which can be also very helpful thing while looking for different possibilities. Over all, youth have all the potential and all the capacity. They have the power! But we all need to help to embrace it and use it in the proper way. It as a common problem and we all need to look for solutions.
